Previous rejections need to be mentioned schedule 1 section 9

I had previously applied at NS CIO and the ministry returned the application back saying "tho 0213 is in the list of occupations the ministry is not satisfied with the duties performed."

Ever since then my old passport has expired and have a new one issued. This passport tho has the mention of the previous passport. I have also visited canada on visitors visa.

I am going to send a fresh PR as skilled worker application. Should I mention these in the application and make a note of these in the yes section?

Nothing can be kept secret.
they would already know that you were rejected using your name , Date of birth and other info, so if you dont let them know, they would consider you as unscrapulous. so the result of that could be another rejection.

Thing like this needs to be declared on the application because if not, it will be a rejection right away and a ban of 2 years to apply.

So what should i write in the section.

1. Visited Canada on [Date].
2. Application rejected as my experience was not properly explained in the section?

or should I write

2. The ministry is not satisfied with the duties you have performed.

Does this mean that the application will not be considered at all - since I have already been rejected?

You do not have to write the reasons of the rejection because they already have them on their system, just answer the question about the refusal "yes" and write in the space provided for the details : the type of your application that was rejected, the date and the visa office or the department name that refused your application. like the following :

I applied for the permanent residence under the federal skilled worker class, category 1, on ##/##/ 2009 and my application was refused by the ..........(visa office name)..... or the ..... (CIO)...... , That is it.

and if you would like to attach a copy of your refusal letter, it would be better to make it faster for them to retrieve your information from their database.
