Previous refusal Impact

I want to apply for tourist visa once again as I have been refused before for reasons which is not know to me. what impact will this take on my fresh application and how I can know why my previous application status as why it has been refuesd.

I was refused a study visa to Canada in year 1999.
I again applied in 2009 under FSW. I got visa few days back, no interview no questioning of previous visa application.
