Previous PR rej, say yes to refused a visa or permit?

Hey guys,

I have a quick question. My first EE PR app was rejected due to invalid US police certificate. I had NOT been rejected any other types of visa or permit. Should I say yes or no to the Statutory Questions: "Has XXX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?:" I believe it's safer to say Yes?

yes and in the reason say my express entry application number Exxxxxxxx was refused......thats how i did it
