Previous Permanent Residency Holder applying for Study Pemit

My husband held Canadian permanent residency in the past (5 years ago) and never end up going there so it lapsed.

Now he wants to apply for study permit in Master's program.

Is it worth mentioning in the Statement of Purpose that he held PR in the past as it can make the case stronger in terms of being a genuine temporary entrant as he has no interest in staying there after studies.

Not too sure how being a PR is a good proof of intention to not reside permanently in Canada.
