Dear frens

As we have read that on the site "http://www.cic.gc.ca/english/information/times/perm/skilled-fed.asp" the time required to process is 18 months for NDVO. But, i am quite confused about the timing. Is the time starts when the docs forwarded from Nova Scotia or the time when we forwarded complete docs to NDVO? In my case, in both conditions, the time has already crossed the limit. Really, pleading and frustrating time spending these days waiting for the response. Can anyone suggest when will we be out from this duality (yes or no) condition?
