Pre-arrival services for PA only

Hoping someone can help with this. My mother got a letter for pre-arrival services (it's issued with her UCI), but the dependants didn't receive it. Can the dependants register for pre-arrival using the PA's letter?

Hello, we have a similar situation. My spouse received pre-arrival letter, but his daughter did not. On the letter, too, it only mentioned my husband's UCI number. What does that mean? Are we still waiting for his daughter's pre-arrival letter? Or the letter covers both of them already?
