what is the meaning of pre-arrival letter in process? And what does it mean if we get it before medical request.

I think that depends greatly on individual visa offices but it does mean that the file is open, active and unless something horrible is revealed during MR, quite straightforward. I would assume safely that DM would follow soon after MR.

I also received Pre-arrival services before MR. Someone on this platform told me that I would receive MR soon. The following month I received MR, PCC and RPRF Hope this helps.

by the way i heard that pre-arrival is only a generic message that IRCC has started to send applicant from past few months and it means nothing else.

But I hope something good comes out of it.
