Hi,
I just arrived here last October 4, 2018 here in MB. I'am a permanent resident as dependent child but now I'am 22 years old can I moved to other provinces? is there any effect my parents as my sponsor?

As a PR you can go where you want there is no restriction and anyway the PR dependant age was only relevant for the PR application, the age of majority in Canada varies dependant on province between 18-19. Note as a PR it is your own responsibility to continue to meet any residency obligation should you decide to travel outside of the country at any point.
