Hi There..

My PR Card was lost & FIR was filed, but before reporting to CIC for applying for the new / duplicate PR Card, we found the PR Card and we have cancelled the report for the lost PR Card.

Now just wanted to know the status of old PR card if it's still valid or cancelled, though only FIR was filed for the lost and it was found before informing to CIC. So any procedure for the duplicate PR card was not initiated.

There is no such thing as CBL 8.5. CBL has only whole numbers. Most likely you are mixing up with IELTS results which can be 8.5 for any of the skills or as an average.
Since it depends on the specific skill you need to be more specific.
