Canada has a number of different immigration programs each with their own requirements. You'll need to research them in detail to find out what it takes to apply - and if you qualify to apply now. You can find this information here: http://www.cic.gc.ca/english/immigrate/index.asp

It's possible you may qualify to apply for the Express Entry / FSW program now. I would start by researching that one.

The Canadian Experience Class program requires you to have at least one full year of work experience in Canada. So that's not an option at this time.

The PR card is issued automatically one you have a PR visa and complete landing procedures.
