I landed in Canada in 23/3/2018. I submitted my friend's address in Canada to the CIC, but I couldn't see any update on the address information up until now. Whenever I go to the website, it tells me that either your application doesn't exist or we still haven't processed it yet.

Though I had to leave back to Jordan, because I had nothing to do in Canada before university starts in September. But I don't know if I will get the PR card or not. And I don't know if I should apply for a PRTD or wait. And if I apied, does university offer count as a residence obligation? I am very afraid..

If you landed as a PR on 23/3/2018 then your residency obligation does not become any issue until 3/2021 if that is you stayed out of the country until then which as per your post you have no plan to do.

For initial cards processing time I read somewhere could be 8 weeks or so . Depends I guess when you plan to come back given PRTD applications can be unpredictable so maybe for peace of mind if were me I would apply for a PRTD in case.

Plenty of newly landed immigrants apply without issue for PRTDs pending their cards arriving although obviously you do not want your card couriered to your home country after you have left so keep your friend informed your plans.
