PR travel document???

My family got PR in 2006 , we went there for 3 months but my grandfather was not well back in India so my dad being the only son had to come back to India to take care of his father, and I being a minor had to come back too and never went back due to the situation. Now I'm 18 and got addmision in a college at Brampton and applied for study visa and the embassy has asked my old passport in which the immigrant visa was put earlier with a PR travel document form. I have filled it and written a cover letter explaining all this. What does this mean that im surrendering my PR? And what about my study visa application which was already in process? Do I have to apply again?

As you are a PR, you cannot apply for any type of visa. It's automatically refused. So, what they are doing is asking for a Travel Document application to enable them to formally start the residency obligation assessment.

The two possible outcomes are 1) that they refuse to issue a Travel Document and start the revocation process or 2) they grant the Travel Document based on your being removed as a minor and you keep your PR status.

If you lose your PR status, your application for a study visa can then proceed. It may or may not be granted.

If you keep your PR status, you don't need a study visa and you can immediately return to Canada.

You should make a strong case to keep your PR status on the basis of your enforced removal as a child.

You absolutely should apply for a PR travel document on the basis that you were removed from Canada as a minor. Being a PR is better for you than a study permit because the tuition is much much lower.

Reasonably high, if you have made a strong case. However, I can't tell from your original post if you have already submitted the Travel Document application forms.

Yea I submitted it yesterday as the embassy asked me to fill the PR travel document along with the old passport and a cover letter explaining the whole story.

So how much time would it take now....I had applied for study visa and it's processing time was 3 weeks on the third week I got this PR document to fill .which I submitted yesterday ....now how much more time???....my college gono start by sept 2.

Sorry to say but this is likely to take some time to sort out. Realistically, you are looking at a few weeks if you do get a Travel Document, to probably at least 3 months if they refuse the Travel Document application. I can't see any way that you will make the Sept 2nd deadline.
