PR submission with open work permit - worth applying without marriage cert?

Hi,

I got married back in August and waited the required time to apply for a marriage certificate in September. Which is still yet to arrive. My current IEC work visa ends next week.

Reading the guidelines i must submit the PR Spouse application and open work permit with the marriage certificate, I cannot use record of solemnization or marriage licence. Given the situation and delays from Services Ontario and Canada post is it worthwhile submitting the application with a letter explaining the situation and reason for delays?

If i dont submit the application before my current visa expires i dont get implied status, and can no longer work legally. Any advice would be much appreciated.

No, not worth it. If you do, you can expect your app to be returned.

As you have an IEC permit, you could not continue to work on Implied Status anyways. Apply to change your status to visitor before your current permit expires.
