As per the other reply to your duplicate post assuming you are a citizen or a PR and in Canada you will need to sponsor her for PR again.

Once it's gone it's gone.

The only option is to reapply for PR.

If you are a Canadian citizen or PR, you can sponsor her to come to Canada as a PR.

Alternatively, she can apply under one of the numerous economic streams.

As others have said - it's impossible to "restore" her PR status. You have to sponsor her again from scratch.

As has been said before your wife will need to apply again from the beggining to get PR and given seems maybe you are not a PR she will need to do that herself and list you as a dependant if that is your intention. See here http://www.cic.gc.ca/english/immigrate/index.asp

If you were thinking that your brother in law could sponsor there are a few restrictions to go that path
