Hey guys, quick question for ya, when my gets her PR card after 2ish month in Canada. During that process before she can apply for passport, are we able to travel to my home country Uklraine, Cuba, Mexico for vacation etc or her hometown San Fernando, Pampanga, thank you so much :)

Your wife won't be able to travel with only a PR card. She will need a passport.
 
i'm not sure if you are asking if she can apply for a canadian passport? if so, the answer is no. PR status doesn't allow a person to have a canadian passport, only citizenship does that.

thank you but if she has PR card and her Phillipino passport, will she be able to travel with me anywhere in the world while wiaiting for her Canadian passport)

Since she has a Philippine passport she will need to apply for a visitor visa for many countries. You will have tk check the requirements for each country. Having the Canadian PR card wont matter, except for her return to Canada.
