Hi. My parents got their PR in July 2016, left Canada after receiving the PR, returned to Canada in October 2020, and have been here ever since. I applied for PR renewal for them before the expiry date of their cards, and explained that they were not able to come earlier than October 2020 (to fulfill their 730 days out of 5 years for PR renewal) due to the pandemic. What are their chances of approval, and what do we need to do in case their renewal application gets rejected? Thanks.

How long ago did you submit the application? If this was recently, very strongly recommend that you withdraw the application, then wait until they have lived in Canada for at least 730 days straight before submitting a new application.

Using the pandemic as an excuse for why they didn't meet RO doesn't make sense. If they recieved PR in July 20216 and then left immediately, they were required to move back to Canada by July 2019 at the absolute latest in order to meet RO. This was 8 months before the pandemic started. So the pandemic is not the reason for them failing to meet RO. Right now I would say their chances of a successful application are very low based on the information you have provided. If the application is refused, this will trigger the process to revoke their PR status and then will need to appeal to try to save their PR status.

Best course of action is to withdraw the application and resubmit in October / November 2022.
