I have recently received my CoPR. I want to study in Canada. But I have not yet arrived and I wish to apply into universities. What is the procedure of application to colleges in Canada for pre-arrival immigrants?

you’re better off doing it after landing as a PR to avail of domestic tuition and grants, and they ask for proof of your status upon application, like a signed COPR. Doesn’t make sense to have any concessions for pre-arrivals. Either you’re a PR or not.
