PR Portal - Photo Rejected Thrice | Please Help

Hi,

My wife photo has been rejected thrice in the PR card portal,
we even took photo second time and uploaded it,
But they keep rejecting with the following description,

Requires revision:

• - The photographs are poor quality (out of focus, shadows, facial features not clearly defined, or poor lighting)

Any suggestions, what to do?
Please help.

staples
we uploaded a photo image of the physical photos with name DOB and shop name.
also, we uploaded a digital photo as well.
both got rejected.
