Hello everyone,

I have applied for PR in April 2023 with CSQ. Got the confirmation email after 6 months and also got an email which says we found your medical on file. Then I filed for GCMS Notes and it says waiting for CSQ from Ministry of Immigration, Francisation and Integration. I applied with CSQ and got confused why do they need to send another request for a CSQ to Ministry of Immigration, Francisation and Integration. I asked the same question to IRCC using Webform and they told me the same thing that they sent a request to MIFI for a CSQ but when I asked again using another Webform why do they need another CSQ when I already applied with one, I didn't get any response. Now when I log in to IRCC, it just says, "We are processing your application. We will send you a message when there is an update or if we need more information from you." I don't know if I can even move to another province and changing address will make any impact and expedite the process.

Is there anyone still waiting since 2023 or before? Any advise from anyone?
 
What is your timeline, when did you do your biometrics? I am also in Quebec and sent my application in march 2024, I thought it was about to be completed because I linked it to the online portal and it shows 40 days remaining but I guess that's just an estimate and will take much longer since those who applied in 2023 haven't received any update.
And there aren't many forums that give updates on PR for refugees for Quebec applicants, but when I visited other forums for applicants outside of Quebec, I saw that many april 2023 applicants received their eCOPR in november or december 2025. It might take longer for Quebec applicants, but I do not understand why they need again your CSQ since you provided it while applying, I thought it does not expire

Thanks for writing to me. I forgot when I did my biometric. Most probably before my refugee hearing which they found in the system. I didn't have to do biometric again for PR. I asked Groc and ChatGPT. They both are saying that, according to the new data by IRCC, it might take 9+ years to get the approval from Quebec when it's only 17 months outside Quebec. They are suggesting me to move to another province, transfer all the documents like Driver's License, Health Card to that province and change the mailing address to your Tax file, phone connection and other things you have. Also mentioned, having a lease is essentials even if it's for a room only accommodation. Then once you settle down outside Quebec, use the Webform and withdraw Quebec PR application. Then apply again in that province.

Well, I'm pretty convinced and I'm gonna take that step immediately. I have already lost almost 3 years and I can't wait for infinite days.

I understand, but before proceeding with moving outside of Quebec, I would also suggest to consult an immigration lawyer or expert, because moving to another province might make the processing time longer as you might be put at the end of the queue which would be like starting a new application in 2026. Processing times might change whether in Quebec or other provinces depending on the quotas and backlog as well as many other factors. I also thought about changing provinces because I am waiting for my PR to be able to sponsor my wife, but surprisingly Chat GPT told me not to.
 
Yes, of course I’m gonna consult an immigration lawyer before taking that big step. ChatGPT told you not to move out after knowing your specific situation for sure. Everyone has different situations. For me, I’m not looking for a job. So for me moving to anywhere within Canada will not be a big challenge. I explained my situation to ChatGPT and it suggested me the steps accordingly but along with that, also suggested me to talk to an immigration lawyer before taking that big step.
