Is it possible to have PR of Quebec and authorised to work in any province e.g.Ontario?
 
There is no PR of Quebec. There is only PR of Canada.

The only catch here is that if you apply through any provincial nominee program, including Quebec, you are making a statement that you are planning on settling in this province. This must at the very least be true when you land. If you get PR through Quebec skilled worker and right away move to another province, it will be obvious that when you landed, you did not intend to settle in Quebec and therefore you lied about your intentions and this can cause a loss of your PR. If you however live in Quebec for at least a few months and then move, it will not be possible for anybody to prove that it was not your intention to settle in Quebec at the time you landed. You can just say that things did not work out for you there.

By the way i checked on CIC the reasons for which one may lose his PR Card, and moving out the Provence that selected him/her was not one of these cases, anyways please tell us if there was any case in which one lost his PR card because of that.

They could only possibly see it as a misrepresentation if somebody got their PR through Quebec or a PNP but never intended to settle in that province. I have not heard of anyone who lost their PR for that reason yet but it would be possible. However, if you stayed in your province at least long enough that you could say that you looked for a job there and tried to settle there, it would be hard for them to claim otherwise.

I have heard of people who landed outside their province and who did not get their PR, in some cases the PR visa was cancelled because it was obvious to immigration that they were not going there and maybe they even admitted that and in some cases the PR was withheld so they could be called for an interview in their province to clear things up.

I have also heard of one person who was sponsored by a family member in Manitoba. The sponsor moved to another province and the PNP withdrew their nomination of the sponsored family member as his sponsor is no longer in the province to help him settle there. However, I do not know if a PNP can withdraw somebody's nomination after they already have their PR and surely he would be able to appeal that.

However, there are are currently no rules as for exactly how long you must spend in your PNP province after landing.

I have a Question Please: i called the ministry of immigration and they says always : Your File has been opened in October 11th 2012, does that mean i have got a file number already and i need to wait for it to come through post office, or this mean only they opened my Document and the file number has not been issued yet ?
