They could only possibly see it as a misrepresentation if somebody got their PR through Quebec or a PNP but never intended to settle in that province. I have not heard of anyone who lost their PR for that reason yet but it would be possible. However, if you stayed in your province at least long enough that you could say that you looked for a job there and tried to settle there, it would be hard for them to claim otherwise.
I have heard of people who landed outside their province and who did not get their PR, in some cases the PR visa was cancelled because it was obvious to immigration that they were not going there and maybe they even admitted that and in some cases the PR was withheld so they could be called for an interview in their province to clear things up.
I have also heard of one person who was sponsored by a family member in Manitoba. The sponsor moved to another province and the PNP withdrew their nomination of the sponsored family member as his sponsor is no longer in the province to help him settle there. However, I do not know if a PNP can withdraw somebody's nomination after they already have their PR and surely he would be able to appeal that.
However, there are are currently no rules as for exactly how long you must spend in your PNP province after landing.
