Hi, my parents are permanent resident of Canada. Their PR card expired in May 2014. During the 5 years i.e. 2009-2014 they spent 1 year in Canada. Me and my brother (their only children) are Canadian Citizens living in Canada with our family. My parents want to come back to Canada. What would be the best way to enter. One option I was thinking was to enter Canada by buffalo border crossing (my parents can fly to buffalo)and then by private vehicle like a minivan and 4 of us i.e me.my brother and our spouses can go to receive them. Is there any risk of being denied entry for my parents at the border

No, as PRs they are guaranteed entry.

However they are at risk of being reported by CBSA for not meeting the residency obligation. If they are reported, they will still be able to enter Canada but will need to attend a meeting with CIC to discuss why they don't meet the RO. If they have an acceptable H&C reason, they will be able to keep their PR status. If they don't, then CIC will revoke their PRs.

If they are not reported at the border, then they need to remain in Canada for as long as it takes to get to 2 years out of 5, before they can renew their PR card. During this time they should not leave Canada even once, as it would just cause more risk to be reported next time they enter.
