If someone did not spend 2 years in first five years but spent 2 years in the following five years does it make it ineligible for pr card renewal? Even though they are in canada and could they then not be sponsored again by their pr spouse if pr card is not renewed? Thanks.
 
At the time you renew your PR card you need to show that you have spent a minimum of 2 years in the 5 years preceding application date.

So for example if you failed the residency in the 5 years from initial landing but then managed to enter Canada without being reported , stayed put for 2 plus years and only then applied to renew PR card given the RO must be met in the 5 years before the renewal application date.

You need to be clearer on the sponsor question. A PR cannot sponsor anyone unless they are compliant with the residency obligation, whether they have a valid PR card at the time or not.

After the first 5 years you need to be in compliance with RO of 730 days in the previous five years from date of application or entry. It’s not a forward looking 5 years, it 5 years looking back.
