My understanding is that as long as I have stayed cumulative 2 years
out of 5 years in Canada, I get to retain my PR status. Can the IO
at the border arbitrarily deny my re-entry if I have stayed outside of Canada
for 7 months at a stretch?
 
No. If they suspected for some reason you'd been outside Canada longer and were lying, they could initiate removal of your PR status, but you'd be able to appeal and keep it. If you're concerned, just carry some extra proof you've been in Canada enough with you. You're very unlikely to have problems, though, unless your PR card is already expired or you give them some other reason to be suspicious.

I asked because my wife's aunt and cousins told her that as
a PR, she would lose her PR status if she stayed more than
6 months outside Canada. I don't know from where they got
this notion. By the way, they are Canadian citizens; landed
in 1993.

Because prior to 2002 "landed Immigrants" could lose there status if they were outside Canada for more than 189 days (6 months) in any one year and it was their intention to abandon Canada.

So, it was true prior to 2002. And now, it is no longer applicable.
Only the cumulative 2-year stay within 5 years is applicable.
