Well Hello everybody

Thank you so much for reading this, and I appreciate your help and you input
I am a permanent resident of Canada, single and I live in Quebec City (Quebec province), and I am applying for mom under parent’s sponsorship category… in January 2016…
I had couple of questions filling up the forms… Could not find the answers anywhere in the relevant forums:
1- My mom is living with my sister who is 21 years old and is full time student in the university back home, I noticed the law has changed recently and she cannot be considered dependent anymore, so
it makes the total family number 2 . right? Mom and me? I don’t count my sister, as I understand?

2- Meanwhile is there any exceptions (since she is single, full-time student and financially dependent on my mom) so I can include her in the application too? But so far I gathered that I cannot.

3- My mom was a high school teacher in public school for 30 years and is retired now, in the Schedule A/ back ground declaration under number 8. (personal history) I mentioned that, the question is should I write it down again under number 10. government positions or not? Is a public school teacher a government position? The salary came from the government but it is not a post, is it?

4- In the Generic Application form for Canada, question 6 asks about my mom’s CSQ, and if you answer she does not have one, it still asks for the date that you have applied for it in the section 6.C? Should I just leave it empty? Should I get a CSQ for mom? But then when I check the Québec immigration website, I can’t start an application without having the positive response of federal government? So isn’t it kind of a loop? Should I leave that section blank, might they reject the application based on the “non complete” application or something?

Re: PR wants to sponsor MOM in IRAN , have some questions

1. Yes correct. Note that there is a chance the Liberal government may raise the dependent age so that your sister can be included. But we don't know when / if this is going to happen.
2. At this time you cannot include your sister. There are no exceptions.
3. No - it's not a government position.
4. I can't answer this question - hopefully someone else will.

4. Yes, since you live in Quebec, sponsored family members need a CSQ. The detailed steps are listed on the MICC homepage. https://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/sponsors-sponsored/apply/index.html
 
thanks for your answers but here is what i find when I go to the "Ministère de l'Immigration, de la Diversité et de l'Inclusion" website :


Sponsorship application

"The sponsorship application is the starting point of the sponsorship process. It must be submitted to the Government of Canada (Citizenship and Immigration Canada). It is the latter that determines who can be a sponsor, who can be sponsored and the situations under which the sponsor’s (guarantor’s) financial situation must be taken into account."

also :


"Before submitting an undertaking application to the gouvernement du Québec, the sponsor must first present a sponsorship application to Citizenship and Immigration Canada (CIC). If this application is accepted, the sponsor can continue the process by submitting an undertaking application to the Ministère de l'Immigration, de la Diversité et de l'Inclusion."


finally: the CSQ application form is under the tab "Undertaking application – Kit B – with financial requirements"
which should be filled up and signed and accompanied by other filled and signed forms and more importantly the positive answer of Federal government
look :



"ATTENTION
You must enclose a copy of the letter you received from Citizenship and Immigration Canada confirming that your sponsorship application is admissible, otherwise your undertaking application will be returned to you."


it seems I need the approval of the Federal government to start the provincial process and need the latter as I stated in the question 4 before ...!!!

Look at the link I posted previously. It states it very clearly.

1. Submit a sponsorship application to the Government of Canada
2. Submit an undertaking application to the Government of Québec
3. Ask the person you are sponsoring to complete certain procedures, namely, applying for a Québec Selection Certificate and permanent residence

So yes, number 3 is actually 2 points - applying for the CSQ (Government of Québec) and then finally applying for PR (Government of Canada). 5 steps in total - one after another obviously.
 
well eventually because I couldn't trust the answers here in this furom I had to call the Quebec immigration Office in Montreal:

the lady told me that I should NOT send anything to the provincial ministry until I got the confirmation of the federal government.
and when I brought up the the question about the CSQ in the Generic Apllication form she told me that I should write in the space by hand " family sponsorship ",
so thanks to the people who helped me here , and hope this could be helpful to you future reader
