Me and my wife are PR holders and had applied for our newborn's TRV. We had first applied through an immigration lawyer and later withdrew that application. Later we applied for her TRV through the IRCC portal. Upon checking her visa status, I found that the visa status had changed to "Withdrawn".

What does that mean as neither me nor my wife withdrew that application. Just a week or so before the change in status we had paid the asked 200 CAD and completed her medical as requested.

Can someone please explain how the status changed to Withdrawn.

Think the withdrawn is referring to the first application. How close between withdrawing did you reapply? How did you withdraw? Webform?

The first application was through an immigration lawyer which was withdrawn through webform submitted on April 5, 2022 by the lawyer.
The new application was submitted April 11, 2022 through the IRCC portal.

I asked the immigration lawyer to send a screenshot of the older application, it shows withdrawal date as Dec 9, 2022 whereas the withdrawal date on the newer application shows withdrawal date Jan 12, 2023.

The new application was submitted April 11, 2022 through the IRCC portal.

Assume there was confusion if the lawyer attached the screenshot and both applications got withdrawn.
 
Would ask the lawyer to confirm what email was sent to see if the fault is with IRCC or the lawyer.

As per the lawyer he only received a generic email to his withdrawal letter, both copied below as follows:

Dear Sir / Madam,

This application for a temporary resident visa, for a two-month old child has been under process since almost a year now.

Both parents, permanent residents of Canada, have been unable to return to Canada, initially due to the global pandemic and recently since they are unable to leave their infant child outside Canada.

The prolonged delay in obtaining any outcome for this application has caused excessive hardship on the young family.

At this time, they are therefore compelled to withdraw this application, to be able to submit a new one. This, in an attempt to have the application looked into and processed expeditiously.

We have therefore been instructed and accordingly request that this application for a temporary resident visa be withdrawn.

We look forward to an acknowledgment that the above application has been withdrawn to enable the applicant’s family proceed accordingly.

Should you require any additional information or documentation, kindly inform us. We shall be pleased to provide the same expeditiously.
