My son and his wife got their PRs in 2019, did soft landing and returned to a South Asian country where they are working.
1-Can he register a consulting business in Canada and be employed by this company? Because time spent abroad by a PR holder employed by a Canadian business is counted as if time is spent in Canada. He will declare this to CRA and pay applicable taxes.
2- He wife is accompanying him and her stay abroad will also be counted towards maintaining PR.
3- What will be the status of their baby born abroad in the above scenario?

1. No. In order for time spend abroad to count, your son would first have to be hired by a company with existing operations and revenue in Canada. He would need to work for that company for some time in Canada before then being transferred to a temporary role abroad. This is the only scenario that would allow him to count time outside of Canada towards PR. Setting up his own company in Canada won't be accepted by IRCC. If it was that easy, everyone would do it.

3. The child will have no status in Canada.

In order to sponsor a child you need to be compliant with the RO. Work is not considered an H&C reason not to meet your RO.
