1. No, they don't care until you submit a sponsorship for your spouse.

Its important to update CIC on changes in your family structure if you have an application under processing, otherwise they don't care.
 
I didn't find it sufficient, so added onto it. Regardless of when he landed, he might have a sponsorship app open for parents. If not for him, its useful for anyone searching for related topics. Chill.
