It depends on the level of medical assistance and social assistance that person requires. CIC will be looking to ensure that person doesn't cost the health and social system more than $6,500 per year over the next 5-10 years. If this person requires no extra medical care and no support of any kind - they should be fine.

Thank you for your valuable reply. I dont need any kind of assistance as I can manage mysely everything. And it is not an obstacle for my work performance even as I am working as Civil Engineer in Contracts and quantity surveyor since more than 20 years

There is no possibility to come to Canada just for disabled karate. You can apply like anyone else based on your education. age, employment, language skills, etc. You will also have to prove that you will not place an excessive demand on the medical system. The rules have changed to over 100k over 5 years. It is unclear what kind of disability you have and if you are working currently in a skilled occupation.
