If you are referring to OINP invite to apply for provincial nomination, yes, most of the applicants who had scores 400 and above got invite to apply for provincial nomination except for very few cases as far as I can recall (do not know the reason why). Other provinces you need to refer to their process to know more.
Yes, during ITA draw, if you have a score at or above the cut-off then you will get invited. However, please note that getting an ITA is not a guarantee that you will get PR.
