Hi all,
I have Canada PR since Oct 2013. Since then, I have stayed in Canada for 6 months, on and off. The PR will expire in Oct 2018. I realized that I do not meet the residency obligation of 2 out of 5 years. I am planning to return to Canada for good next June. I have two questions:
1. To extend my PR, my friend told me to go to Canada before my PR expires and stay in Canada for minimal 2
years before I extend my PR ( I will not extend my PR card when it expires on Oct 2018). What do you think
about this suggestion? Do you have any other suggestion on how to extend my PR with my lack of
Residency Requirement? I have contacted immigration lawyers, but they are very expensive.
2. Do I have to pay Canada taxes, although I live outside Canada? I haven't succeeded in finding a job in
Canada, so I never earn income in Canada. Will the tax payment affect my PR extension?

There are no application for extending PR status. You may only apply to renew, replace or get a new PR card. You said 6 months on and off. So I presume you have a home in Canada and stay in Canada for 183 days. If that is the case, you should file a tax return, regardless you are unemployed or not.

Thanks Steaky, I mean all this time from 2013, I only have lived in Canada for 6 months, not 6 months every year.
 
So only PR cards expire PR status never expires it can only be revoked or renounced.

All you can do is try entering Canada this Jun 2018 before your card expires and hope you do not get reported for failing the RO which could lead to your PR status being revoked subject to appeal.

If not reported you need to stay in Canada for 2 years and as you say not try renewing your card or have any contact with IRCC until your RO has been met again. A valid PR card is only required really if someone needs to travel out of the country so their is no requirement other than that to renew and plenty of people never do.

A PR card is really only required mostly for travel so it is not illegal to be in the country without one.

No, it's perfectly legal to stay without renewing your PR card.
