I have a PR Status in Canada that expired in 2013. Further, I possess work experience of almost five years in Edmonton, Alberta, and Vancouver, British Columbia. I lost my PR status due to staying out of Canada. Thereafter, I appealed for renewal of PR and it was not given. I have a very good track record in Canada as a good person and good employee in Engineering and Construction. Please advise how do I renew my status or how do I migrate to Canada. All documents are available.
PR expired in 2013 and I appealed for renewal of PR in 2016 and it was rejected. Need to migrate to Canada.

So if you appealed to renew your PR status in 2016, then you no longer have PR. So you cannot renew your PR. First, confirm if you have PR and it expired OR you submitted an application in 2016 (PRTD) to renew it overseas and it was refused. Need confirmation on that before answering.
You have to reapply for PR from scratch through an economic immigration program like Express Entry. You cannot renew your PR status. It is gone.
