My family including our then 12 year old Daugter landed in Calgary in 2008, got PR card, SSN etc. (not daughter as too young), but couldnt sell house, I changed careers and got a massive salary increase, so never ended up moving over.

My daughter has succesfully applied for a working holiday visa from the UK allocated pool, but has just received an email from saying below, with the option to retain or renounce PR status.

As she hasn't set foot in Canada in 9 years, and has no SSN, from what I have read there are no grounds whatsover for her to reapply for PR, and as she has not got a valid PR card she will not be able to get a SSN without one either.

Can one of the more learned posters confirm my thoughts, and if it is she case she can start the process of renouncing her PR status and HCC can carry on issuing her temp visa?


A review of your temporary resident visa application has revealed that you hold or once held
Canadian permanent residency. Canadian permanent residents are expected to use their
Canadian permanent resident card or a Canadian permanent resident travel document when
travelling abroad.
If you know you no longer meet your residency obligations because you have been outside
Canada for a long period of time, your status needs to be addressed before we can process
your temporary resident visa application.
The two options outlined below are designed to help you address your status and travel to
Canada. Choose one of the options and follow the instructions provided.

This would be an option if she wants to make her life in Canada. If the PRTD was refused, then no harm no foul. She could then re-apply for IEC work permit in the pool, she may not get one, as there are not many spaces left and would have to wait for next year's pool if she wasn't selected.
2. She would have to weigh the choices, the IEC would allow her to work and travel in Canada for 24 months if she receives the PRTD then she can work and travel and to maintain her PR status after 2 years, she would have up to 3 years outside Canada to maintain her PR status and decide if she wants to remain in Canada or not.

Thanks for the reply. Her IEC permit has not been issued yet as they have noticed she is still classed as PR, so they will not issue the IEC while she is still a PR, so her option is to renounce PR and then they will issue her IEC visa, or appeal. As its her final year at Uni, and she is easily distracted to start with, I think renouncing PR may be the best option then once she has done 2 years of IEC she will have a better idea if she wants to reapply for PR.

Just be aware that if she renounces her PR now she will need to qualify to apply for PR later.

If she were to 'appeal' this decision and keep her PR now, she can then decide at the end of her 2 year term (remaining a PR) if she doesn't want it she can then walk away.

If they issue her a PRTD citing removal as a minor, that will allow her to come to Canada acquire her SIN and work for the 2 years she would've worked via IEC, however, at the end of that 2 years she could then decide whether or not to remain in Canada as a PR instead of having to leave due to visa expriy.
