PR Card renewal

Hello,
My husband is renewing his PR card. He is exempted from the residency requirements because he has been living abroad with me, his Canadian wife. We submitted the paperwork two months ago and yesterday he received a letter from IRCC scheduling him for an appointment "regarding the issuance of the Permanent Residence Card". The problem: the appointment is in Vancouver and we live in Europe. Can anything be done to change the location of the appointment? Or delay it until we will be traveling next (Summer 2020)?

Assume you realsied that you cannot renew a PR card from outside of Canada and this is stated in the documentation. Appointments are in Canada only for this reason. If his card has expired he will need a PRTD to fly back to Canada

Yes, I've realised this now.. too late! Can we "cancel" the PR card application and start the PRTD one? or do we have to wait the 180 days?
