I am unclear about how to fill two sections in the PR card renewal form:

In section 3 - IMMIGRATION HISTORY, question 3.5 is "Have you ever been issued one of the following" with the options "Travel document" and "PRTD". There is no explanation as to what constitutes a "Travel document". Does a Canadian temporary resident visa count as a travel document? The Travel documents web page seems to include visas https://travel.gc.ca/travelling/documents. What about a foreign passport, is that also a travel document that needs to be listed?

In section 5 - RESIDENCY OBLIGATION – TIME SPENT OUTSIDE CANADA, question 5.2 is "Have you been employed on a full-time basis by a Canadian business outside Canada or in the federal public administration or the public service of a province, while you were absent from Canada?" Does working for a Canadian government agency (CFIA, CBSA, CSC, ESDC, etc.) count as being employed in the federal public administration? Does this only matter if the residency obligations may not be filled? (I have plenty of residency days but work for the federal government and don't want to fill the form wrong.)
