PR card query -- steps to follow

Hi,

I had soft-landed last year.(2017) and had applied for PR card but my photos got rejected.

Now I have landed again.

Please tell me the process to apply for PR card.

Is urgent processing possible ? since someone told me since COPR has expired hence PR card is mandatory for driving license.
