I was told by an immigration officer that they changed the requirements for the PR card photos but that even she was not sure what specifications are required now. Has anything changed in the photo specs? I do not see a spec new sheet.

If by chance when you say immigration officer you mean call center agent, they give out incorrect information all the time.
