my new photos were received on 14 November. since then no update.

I can understand your pain !! The problem is the reply to webform is mostly over delayed and rarely helpful ! Phones they hardly pickup . So the applicants are left to fend for themselves. I hope ircc reads this and makes some positive changes to the system .
Why they can’t print and handover Pr cards at point of entry remains a mystery to me ?

Honestly what they say , how they say and why they say ,only they know !
It should have reached you within a week maximum .
ircc unfortunately is itself the cause of unnecessary increase in its workload!

It is true, I have no idea where the card has been send. I might just wait 6 weeks and fill the form to reapply.

Photo resubmission received: 16/12/2022
Ghost update: 25/02/2022

What is a ghost update? Please enlighten

I resubmitted o dec 1st week and got my update earlier this week, you might want to call them after one more week.

Application status changes from submitted to Application/Profile updated.
When an officer opens or update your profile.
Maybe he/she has added your photo in your profile.

Are you sure you did not miss the ghost update on the GC KEY ? As it appears only once and then changes to submitted again ?
