We received 4 out of 5 PR cards but not for my daughter.
I have received a letter for the appearance of my daughter in their office to take the photograph/signature etc.within the next 6 months and she is not in canada.
Can we go to delhi office to do the needful?
Do we have to take another visa from del office?
I have multiple entry tourist visa for USA.
What should be the plan of action.

I think she need to get a travel document from del office, so that she can be in Canada.

My advice is that your daughter has to appear in their office as required in the mentioned letter of CIC. She has to apply for a "Travel document" as per CIC website:
http://www.cic.gc.ca/english/information/applications/guides/5529E.asp
from Delhi (CHC). With the travel document she can re-enter Canada, in-lieu of PR Card.
As she has already the PR visa, she will not get any other visa from CHC.
If you plan to come via USA and enter by road to Canada, the copy of COPR is not valid for re-entry ( perhaps it could be possible according to the officer on duty). You mentioned about the multiple visa for USA.

No. It has to be done @ an 'inland' CIC office.

Do we have to take another visa from del office?
Yes, she has to obtain a PRTD to enter Canada.

I have multiple entry tourist visa for USA.
If u r a PR u don't need anything else to enter - then that TRV is invalid anyway.

What should be the plan of action.
U enter thru your PR cards - the daughter enters vide a PRTD.
