I heard that any person holding a Canadian PR Status,if live outside the Canada with Canadian spouse,his residency obligations(Time) towards Canadian citizenship is counted and accepted.

Is it correct ? and what sort of proof he will provide to immigration when he applies for Canadian passport ?

No, that is not correct. Time spent outside of Canada with a Canadian citizen spouse counts towards the PR Residency Obligation.

The only exception for it to count towards citizenship is if the Canadian spouse has been posted abroad by the military, federal government or provincial government.
