Has anyone received their PR card for a parent who was living in the country on a Visa? Really looking to talk to anyone who has done it this way.

Was it a faster process than applicants trying to apply from other countries?

You won't find anyone. There is no within Canada process for PGP applications. Even if your parents are in Canada, their applications will still be processed through the visa office responsible for their home country.
