Hi,
I have a Canadian PR that expired 4 years back. I was not able to meet the 2 years residency obligations. I am currently outside of canada. So is there any way to reuse the same old PR and get it validated?

or do I have to reapply and do the whole process again?
Also if i have to reapply again, should I revoke the old PR and then start the new process?
please tell me the procedure for doing this.
 
You cannot renew a PR card from outside of Canada.

To even travel to Canada you have 2 choices 1) apply for a PRTD to be able to fly back however given you have not met the RO likely applying will start the process for your PR to be revoked. 2) travel to Canada via the US land border and if you are lucky as PR they let you in but you still may get reported for failing RO again starting process for PR to be revoked . If not reported you need to stay in the country for 2 years without leaving.

By all means you could just renounce your PR and start again but what would be the point if you have no plan to live in Canada .

I cannot travel through US border as I don't have a valid US visa.
I have plans to live in canada now. When I got my PR last time, I couldnt find a suitable job as I was applying for jobs from outside canada.
So from your reply I understand anyway the process has to started all over again.

1. So can I start the new application without revoking the old PR or should I revoke ans then start.
2. will they get to know that I did not use my old PR, and will that push my application down.
