PR card expired on 2010 / wants to return Canada

Hello everyone

I am asking that question on behalf of a family member.
he had a status of permanent resident and left Canada years ago . his PR card expired ,he didnt meet the residency obligation. Now he wants to come back to Canada.

1-) did he lost his PR status forever ?
2-) what is the best way for coming back in this situation ?

I will really appreciate , if you can help about that .

First point is that PR cards expire PR status never expires and can only be renounced or revoked.

His options are limited and both carry a high risk of his PR status being revoked. To board a plane for Canada he would need to apply for a PRTD which given he has failed the RO it is highly likely that in applying for a PRTD will start the process to revoke his PR status.

If he has a US visa he could try entering Canada via a land border and hope he does not get reported leading subject to appeal his PR status being revoked. As a PR he would still be entitled to enter the country whilst the process completes but the odds of being reported are high.

If by some luck he enters the land border without being reported he would need to stay put without leaving for 2 years minimum , preferably longer, before attempting to renew his PR card. During that time he should also try to avoid any interaction with immigration.
