PR card application. Officer dint allow to apply at border

Hello Everyone,

I came into Canada 2 days back. At the border the officer dint agree to apply for PR card.
He said i could apply online through CIC website.
Do i just need to provide my new Canadian address and expect PR card to be shipped?

it was your first time landing and officer denied?
