This just an observation!
I have noticed that those who land with in 6 months of receiving the CoPR are able to link the card and don't receive photo request.
Those who land after 6 months of receiving the CoPR: Technically their photos on CoPR are considered outdated and that's why eventually they will receive photo request once their application is processed and until then they aren't able to link the application to their profile or it says "no match found" for the application.
I think we need to keep patience and wait to hear back from CIC.
I am sure there must be other reasons too like system error, human error etc...
