PR Card application in Person or by Mail

A quick clarification. I will be landing in Calgary soon and I have a query on the application for a PR card.

Application for a PR & SIN card does not have to be made in person but has to be Mailed in ...?

I thought I would have to apply at the Harry Hays in Calgary building for both PR and SIN card.

PR card you will receive in Canada post. No need to apply. SIN number you can apply in any service canada office in Calgary.
