If I am correct, it's a Background Declaration (personal history, foreign government positions, military services, ...).

Can someone explain the reason they are asking this? Is it random or did you mention something particular in your EE application?

Usually asked is you left gaps when filling your job and\or address history. In addition, it is usually asked for most PNP applicants.
