PR application rejection.

What do you guys think about the PR application rejection rates? Nowhere in the IRCC website it talks about it, in the year end report it says that 78k PR applications were submitted during 2015/16, 53k got approved and 20k are in progress, dose it mean that roughly 5k applications got rejected. Also, do they give a chance to provide explanation or information before rejecting?

If an appication is found to be lacking in any section, the applicant is given the opportunity to provide explanation/information and is informed of the reason for an application rejection.
