Was she initially legally admitted to Canada for a year? Since she's been renewing her visitor's permit, she was not. If she had a one year work or study permit that means legally admitted for a year. If she's renewing every 6 months on a visitors record that's something different and can't apply through Buffalo. She needs to apply via her home country.
