PR application moved to Niagara office from Mississauga office

Hello,
Today I got a letter from IRCC that my parents file moved from Mississauga office to Niagara office. Didn't mentioned any reason. Do you know why they switch office during application process?

One of my Friend told me that if medical requires excessive demand than they usually transfer file to HM Niagara office. HM stands for Humanitarian Migration. In my application status they didn't update anything under medical. it showing we are reviewing your medical results.
