My PR application has been denied twice, reasons provided were as the following:
First Rejection: Copy of original marriage certificate with translation in English or French was not provided
Second Rejection: You did not provide your original Marriage Certificate with the English Translations on you application

I actually submitted my marriage certificate in both applications, what I provided is a certified translated copy stamped by the Ministry of Justice in (the first application) and additionally stamped by the Ministry of foreign affairs in the second application.

Please help me in addressing the following questions:
  1. What am I missing here? Do I need to provide a copy in the original language?
  2. Is this a reason for rejection?
  3. Can I do anything about it other than redoing the while EE process?
  4. I have a provincial nomination, I managed to get the points back the first time. Will this work again?

I'm guessing the issue is with your marriage certificate. What country are you from and what is the document you provided? Are there types of marriage certificates in your country which could make them not approve of the one you sent? Did they deny you straightaway both times?
 
See, I asked other people that have been granted PR from my country and the certificate I have submitted is identical to what they have provided.
Country is Palestine, they only provide marriage certificates in Arabic. That is why I had to use a certified translator and get it stamped form various authorities. It was denied after 60 days the first time and after 30 days the second time. Any thoughts? I honestly dont know what I need to do to address the reason for denial.
 
Did you provide both the original (in Arabic) and also the translation? In other words, did you provide two versions of your marriage certificate?
 
I provided the certified English version only. Here again I checked with other people from my country that got their PR and they only submitted the Translated copy only.

From various conversations on this thread, I assume that some decisions are not clear cut but depend on the officer handling the file i.e. some decisions are discretionary. Since this is the same issue they have quoted both times, my advice remains that you give them ALL the documents you have with respect to your marriage (original, translated, notarized etc) and let the reviewing officer pick what is suitable and acceptable to him/her.

Also if I have been living and working in Canada for a few months now under an open work permit and open contract with my employer, do I need to provide proof of sufficient funds?

That's the problem. You need to provide the original - CIC's requirements are very clear on that front.

ALWAYS check cic's website first then ask around.

You still have to provide proof of funds.
 
Thanks @hamgha , point well taken. Inconsistency in how different officers handle cases can be confusing however. This is why I asked.
